Executive Summary 2026

This Environmental Management Plan has been prepared for the proposed construction of a three-floor commercial residential building at No. 6, Smooth Diamond Crescent, Peace Estate, Otoko, Isu Aniocha, Awka North Local Government Area, Anambra State. The proponent is Mr. Chimasi Paul Amaechi Obasi. The building will be erected on a 522 square metre plot with a building footprint of 279 square metres, leaving 168 square metres of free compound space. It will contain six self-contained flats, two on each of the ground, first and second floors. The compound will include six car parking spaces, a borehole with solar-powered pump and overhead storage tank, a soakaway pit and septic tank, a stormwater catchment pit, a covered waste bin container at the compound frontage, solar-powered CCTV cameras, solar-powered LED security lights and a fully fenced perimeter with gate.

The site setting distinguishes this project from a generic urban construction site in two important ways. First, the compound is already fully enclosed by a perimeter fence and gate on all sides including the front, which immediately reduces dust dispersal, improves site security and confines construction activity within a defined, manageable boundary. Second, the immediate neighbourhood is mixed: while there are empty plots to the north and east, a completed bungalow shares the south boundary fence directly with the project site, a one-storey building sits across the road to the south-west, and the Smooth Diamond Crescent access road runs along the west boundary. These occupied neighbours are genuine sensitive receptors that must be actively managed throughout construction, particularly for dust, noise during working hours and surface drainage.

All construction will be carried out primarily by manual hand tools. A generator on site is used exclusively for pumping water from the borehole into storage drums for construction use. It is switched off immediately after pumping is complete and does not power any construction activity. This approach avoids mechanised noise and diesel emissions from construction equipment entirely.

A site inspection conducted in May 2026 confirmed baseline conditions at and around the project site. Air quality is clean and less dusty due to recent rainfall, with all measured parameters well within NESREA national limits. The ambient noise environment is near-silent except for worker conversation and occasional manual tool sounds. Groundwater from the on-site borehole is of good

quality and meets WHO and NSDWQ drinking water standards across all parameters. Soil is clean and uncontaminated, with all measured values well within NESREA reference limits.

The primary environmental and social concerns for this project are: dust from cement mixing and surface disturbance affecting the bungalow occupants at the south boundary; noise from manual construction activity and the generator during pumping hours; surface water drainage from the compact 168 square metre free compound space during heavy rainy season storms; solid waste management during both construction and the six-flat operational phase; occupational health and safety of workers during elevated block laying and roofing on the second-floor roof; protection of the on-site borehole from construction contamination; and the management of the waterlogged access road during material deliveries.

A community consultation meeting was held at the project site in May 2026. Participants included the bungalow owner at the south boundary, residents of the one-storey building across the road to the south-west and other identified community members in the Peace Estate area. The consultation was conducted in Igbo and English. All participants supported the project. Their concerns, principally on dust control, drainage toward the south boundary, noise management and the waterlogged access road, are addressed directly in Chapter 4 of this report.

Table x: Summary of Community Consultation outcome Date of engagement May 5, 2026 Venue Project site, No. 6 Smooth Diamond Crescent, Peace Estate, Otoko, Isu Aniocha, Awka North LGA Participants 5 people, met individually at different times Groups represented South boundary bungalow occupants; occupants of the one-storey building across the road; other Peace Estate residents and stakeholders Languages used Igbo and English Main concerns raised Construction dust and noise, drainage toward the south boundary, road damage from delivery vehicles, waste blowing over the fence, and long-term management of the compound once occupied Outcome All participants confirmed support for the project and raised no objection, subject to the proponent's commitments on dust, noise, drainage, road condition and operational compound management

This EMP is structured in five chapters covering introduction and regulatory framework, project description and site setting, baseline conditions, the impact mitigation and monitoring plan, and implementation arrangements. The Conclusion and Appendices follow Chapter 5. It is the

conclusion of this report that the project, built and managed in accordance with the measures set out here, presents no significant or lasting danger to the environment or to the surrounding community.
