Executive Summary 2026

Mrs. Theresa Okoli (nee Oliagba) is developing a plot of land measuring 487.559 square metres at Umuejiofor Street, off High Chief Emeka Okonkwo Street, Agbeani Ezeawulu, Nibo, Awka South Local Government Area, Anambra State, into a residential flats with a penthouse level. The building is designed around a curved, ship-like outline that gives it a distinct, boat-shaped appearance quite different from the conventional rectangular houses found around it, and it will sit on a footprint of about 283.53 square metres, leaving roughly 204.03 square metres of open compound for parking, drainage, water and power infrastructure and general movement within the site.

This report is the Environmental Management Plan (EMP) prepared for the project in line with Part 8 of the Anambra State Environmental Management, Protection and Administration Law, 2024, and the Environmental Impact Assessment Act, 1992, together with its Procedures and Charges Regulations, 2021. It covers the site as it currently stands under construction, describes the surrounding environment, and sets out the practical steps the proponent and site workers should follow to keep the project's effect on neighbours, farmland and the immediate environment as low as reasonably possible from now until the building is completed and occupied.

The site sits in a sparsely built, semi-agrarian part of Nibo where empty plots under active cultivation flank the property on two sides and a neighbouring bungalow with a small backyard poultry shares the rear boundary. The access road leading to the site is untarred and turns muddy after rainfall. Construction is being carried out largely with manual tools, and a petrol generator is presently used to pump water from the site borehole. These conditions, along with the unfenced front of the compound, form the main points of attention addressed through this EMP, and later chapters of this report set out baseline readings for air quality, noise and other parameters, together with a full mitigation and monitoring plan tied to each identified impact.

Baseline air-quality monitoring recorded particulate levels well within NESREA limits at all four stations, but identified an elevated carbon dioxide reading of 1,278 ppm at the rear boundary close to the neighbouring poultry pen with the highest of the four stations and above the 1,000 ppm ASHRAE indoor comfort reference. This is treated in this EMP as the most significant air-quality finding and is addressed through the rear-boundary dust, odour and ventilation measures in Chapter 4.
